SPAGY-Swa-Prerit Adarsh Gram Yojana

Brief Background

The Government is committed to accelerate the pace of socio-economic development in the rural areas. Saansad Adarsh Gram Yojana (SAGY) launched by Hon’ble Prime Minister Sh. Narender Modi on 2nd October, 2014 laid out a vision on Adarsh village for the Country aiming at the holistic and sustainable development of the village. Inspired by this State Government also started Vidhayak Adarsh Gram Yojana (VAGY) for the member of the State legislation. The State Government now seeks partnership with individuals, companies, Boards, Trusts and voluntary organizations in this path breaking endeavour of transforming the rural areas in the State through “Swa-Prerit Adarsh Gram Yojana (SPAGY)”.


The Swa-prerit Adarsh Gram Yojana seeks to translate the Gandhian Vision of "reconstruction of villages of India so that it may be as easy for anyone to live in them as it is supposed to be in the cities" (Harijan, 7-3-1936), into reality.

Activities to be undertaken

An Adarsh Gram may be developed by the interested organization/individuals through a need based and participatory exercise combined with the concerted efforts of the Gram Panchayat, the village community and with the coordinated efforts of various Departments of the State Government.
An organization/individuals may adopt a village or a part there of and volunteer to undertake all activities of development in that area. In the alternative, the interested organization/individual may choose to make specific contribution in cash/kind or undertake only a few activities.

Procedure for submission of proposal (Manual)
  • Any interested organization/individual may express their to the concerned Deputy Commissioners for adopting a village with aim of making an Adarsh Village. Such offers should be accompanied with a proposal plan specifying broad area of activities to be undertaken and commitment regarding funds or contribution of land and building, if any
  • The proposal should be accompanied with a resolution from the concerned Gram Panchayat for its development

  • The organization/individual shall also undertake the Panchayat to assist in achieving the Government related deliverables/activities
  • The organization/individual will nominate a nodal person for communication with the Department of Rural Development and District Administration
  • If an organization/person wants to adopt a Village as a whole or a substantial part of it, the concerned Deputy Commissioner will get a Village Development Plan made as per the offer received. The interested organization/ person will be required to share a specific plan including the nature and extent of its contribution towards making the village an Adarsh village.
  • If an interested organization/person is keen to put their names on infrastructure projectss they may be allowed to do so as per Government guidelines
  • The interested organization/person may contact the Deputy Commissioner who will be the Nodal Officer at the district level or the Director, Rural Development at Chandigarh who is the overall in charge of the scheme at the State Level
  • After the receipt of proposal, the Deputy Commissioner will examine the proposal keeping in background of the various Government departments/voluntary efforts etc. and give his response within 15 days.
  • The Deputy Commissioner will assess and promote convergence of all such efforts and also ensure that there is no duplication
  • Thereafter, a concrete time bound plan will be finalized after consultation with the interested organization/individual and other stakeholders
